She is left alone often. With all of the things in the news like NSA spying, Snowden, Facebook settings, etc it is hard for me as an adult to not suspect that I am being watched.

Have her checked out, limit her internet time and restrict certain sites, monitor her television watching, and get her something else to do (an activity, after school program).

Exactly. A couple little girls reported some "wierdo" watching them in Austin Sigg's neighborhood. He is the teen who kidnapped Jessica Ridgeway and chopped her up.

Well maybe she is being watched. Sometimes that instinct is right. There's a subreddit called "Let's not meet" that is full of horrifying, ostensibly true experiences that often start with people feeling as if they're being watched. Then lo and behold, they'll discover they're being followed or someone is hiding in their house or peeking through their window or something.

There are 2 possible scenarios here.

Some really immature 11-year olds still have imaginary friends and if you think imaginary friends are real, you probably have a whole universe of imaginary people you believe in.

The other end of the spectrum is some aggressive 11-year old girls use staring as an intimidation technique, so if she has been the victim of that a few times, she might become paranoid to think it is happening all the time.

This thread began three years ago, so the girl in question is now fourteen. I would expect things have changed in various ways in the last three years.
