No way would I have somebody in my house watching my kids without a nanny cam. My stomach churns when I see things like this. How horrible to see your own kids being mistreated in your own home by someone you hired to care for them.
I'd say there is just as much need for cameras for parents as there is for a care provider that is not the parents.
Sadly, one of my nephews just had his kids taken away and put into foster care because his wife took a flat iron to their 2 yr old. Then again a camera would have done nothing to stop it, only cement the proof who did it. It is just so tragic and you never really know who is going to do something like this. Non parent or parent.
They didn't exist when my kids were small. But, if I had a nanny in today's world, I would have a nanny cam. And, I would make certain the sitter was aware it was there. The intent shouldn't be to catch abuse, but to prevent it happening in the first place.

Meh... you would have to have cameras covering every square foot. And even then, I don't know if you COULD prevent it, if the nanny is intent on harm.
Nannies are non-existent in my area. Most moms stay at home, at least until the child is in school full-time.
Sitters are children of family friends or close neighbors.
