I was going to get my 8 year old nieces a set of "Gelly Roll" pens.
Should I get my 5 year old niece the same thing?

I thought the younger one would be annoyed if she got a more "kid" set of markers and her older sisters got the "cool" ones... but maybe she's not coordinated enough to use the regular ones? Any suggestions?

With there age difference, I would get the each something different,

so they know you put some thought into what to get them, not same time for both of them.

Most little girls like to color. I think the gift would be fine for both girls. You probably wouldn't normally buy that nice of a gift for the five year old. Little sisters sometimes have a habit of getting into older sister's things. If they get the same thing, there is less temptation for little sister. Some kids are coordinated even at very young ages so I wouldn't worry about that. I let my kids have mechanical pencils and regular scissors at home before kindergarten and first grade. It wasn't an issue for them.
