I was wondering, is it considered incest? My little cousins who are 6 years old(both males) do it and I was concerned if means incest or not? What do med expert say on this?

And I speak from experience on that score.

What kind of "doctor" are they playing that it would go as far an incest?

No, I wouldn't consider it incest at such a young age, but I suppose it depends on what they're doing. Kids are curious but it can cross a line. Instead of jumping to "incest" why don't you just have a talk about how private parts are private and such

If they know what "good touch, bad touch" is, then any bad touch would be considered crossing a line.

I feel a little uncomfortable saying this but just touch private parts, saying it tickles and all.
