My premmie daughter has one kidney, a small bladder, and a tendency to get UTI's.
She was unders strict orders by us to leave the classroom to urinate regardless of any teacher's orders, and we would deal with any repercussions. We also made sure that all of her teachers were aware of the situation.

I had teachers that did that. I told my parents about the policy and they said if you have an emergency and can't hold it just get up and go. Asking permission and then being denied rudely to perform the basic of bodily functions embodies a slave owner mentality that only a sadistic person hungry for power over a child could enjoy.

I would be in a teacher's office and the principal's office, and the school district's office, and the State Board of Education's office. Using the restroom is a basic human right. What humiliation will a child face if he or she urinates in their pants due to this rule?
I'm an adult, and I have ALWAYS had trouble going long times without urinating. I sometimes can't make it through a professional meeting without a break. Children have SMALL bladders. Forcing them to withhold urination could lead to serious UTI or kidney infections.
Forcing them to withhold a bowel movement could cause chronic constipation to develop or could cause hemorrhoids.
You are supposed to a PROTECTOR of children. Your rules are vile and reprehensible and in my opinion, you should lose your job and face lawsuits for risking the health of young children who are probably too young to stick-up for themselves if they really need to go. I am so glad that my children are not in your care. VILE

Well how frequent are the breaks? If they are every hour then this is probably more or less reasonable. But I would just make this rule more of a guideline. I would explain to the class that if you are in the middle of explaining some challenging material it would be extremely disruptive if half of the class stands up to go to the bathroom. So the kids who are able to wait for the break really should. But if they really need to go, they should be allowed to.
I can see this rule in high school. People need to learn to time their breaks. You cannot walk out of a meeting, a courtroom, or drop your welding torch because you suddenly have to pee. You have to finish what you are doing. Saying you need to go before or hold it is something they will need to learn, but 9-10 years old is too young.
