I hate to be pessimistic but it is not unusual for someone to not qualify for SSI but to not be able to find or hold a job that pays a living wage. I personally know two young adults who graduated from HS through special education programs and do not qualify for SSI, but probably will never be self-sufficient. They probably will either live with their parents or a sibling the rest of their lives.
