You made me laugh out loud. I don't care for the name at all. I don't understand why parents have to go with trendy or unusual names that their poor children are going to be saddled with for years.
Well, "Tammy" is a variant of "Tamera/Tamara". The latter seems more suitable for a 60-something woman. So perhaps your friend's stepmother could have gone by that name. Even though Tamera was a young character on the 90's show "Sister, Sister".

Honestly, I don't like it. Think about the poor girl when she grows up and will be teased by her friends. I mean, I don't know why celebrities and people in general would come up with very strange names for their kids. Gwyneth Paltrow.... apple? Kardashian north west? and the list could go on and on...

I also heard the story about a lady who gave birth to twin boys. In lack of names she called them Boy A and Boy B. this was written in their birth certificate Boya and Boyb!
If you lack inspiration even naming your daughter Girla is better than Oblina!
For the exception of the name being associated with that cartoon character, I dont see how it is that bizarre.
The name kinda reminds me of a pretty Russian or Polish girl with blonde hair
