So DD is turning 21 in a few weeks. The plans to go to Disney (we are in FL) are out the window, obviously. We were going to hit Epcot for food and drink since she'll be legal.
Now - no trip. Also no party, no friends over, no going anywhere.
I'm wracking my brain to try to make an occasion out of it. I do have a fancy cake ordered.

I've seen Zoom parties with friends and/or family. Or one for each group.
Have her friends send you short iPhone videos that you make into a compilation for her to keep.
I've also seen a lot of the drive-by parties in my area, and those are pretty fun.
I saw a good variation on the drive by birthday parades. The family of a 13 yr old girl, at her request, sent out "parade" invitations and, instead of gifts being dropped off at the driveway, ask for donations of food or cash to be donated to a local food pantry during all this.
Then let her go in the house and get plastered legally. lol
For my daughter‘s birthday we did a parade of everybody driving by with the cars decorated leaving Coreys. I asked everybody to send her a birthday card she got almost 100 cards sent to her from all over the world. Perhaps a surprise zoom birthday cocktail party?

As previously mentioned, the things I've commonly heard being done are Zoom parties and/or drive-by parades.
But, since you mentioned Epcot, where the popular activity is, of course, to drink and eat around the world, maybe you can keep that theme and have some International dishes or drinks that mirror the different pavilions.

Have a Facetime or Zoom virtual party. We have so much technology today to connect people but few people regularly use these modern tech and most still just email and text message which are 90s technology.
