I have often thought that it should be necessary for some sort of "license" before becoming pregnant. We require certain licensing procedures for so many other life activities (marriage, driving, hunting...) so why not have minimum standards for bringing life into the world? There are just too many people having children that have no business having them and society and taxpayers have to pick up the burden. Maybe if there were minimum standards imposed then there wouldn't be so many unwanted, neglected or abused children not living in homes with loving parents.

And what happens when the female ends up pregnant with no license? You're talking about NOT doing something that most people will do, whether in their right mind or not, at the right time or not, at the wrong age or not. S e x doesn't usually happen in a "controlled" environment nor with controlled individuals.
But I definitely do agree that there are way too many children having children and adults who shouldn't be allowed to also.
We may need to back up a little to a more primitive idea of a "license" so that "permission" may actually be something that can be standardized but it's a really good idea.
