Actually, the average age when a teen becomes sexually active has been declining for years in the United States. Teen pregnancy rates have also declined. STIs are unfortunately rising.
Not sure if I'm motivated enough to look it up (I might) but I'd be very curious about the demographic breakdown, if such is out there, on the rise in STIs. I have heard that various kinds of retirement homes are seeing a big increase, as there have always been people were more driven to be on their protection game out of worry of pregnancy, which obviously ain't an issue for the elderly...but there's also the problem that these older folks might not be getting regularly tested, so by the time one knows they've got something, they've shared it.
Just...nobody, apparently not even their medical providers, thinks to ask old people about their sexual health.
I'm sure it's not just the older crowd seeing a rise in those numbers, I just wonder what the effect of that is in the bigger picture.

There are always teens, who just don't feel ready, and avoid sex. There are also teens, who don't even get a libido until after their teen years. You just never hear about those quiet ones, who follow the beat of their own drummer in that way. It doesn't sell newspapers.
A few years ago, we had a university professor, who commented a couple of times, that it's not unusual among her grad students, male and female, for there to be virgins. They've very focussed on school and working their way through school, and don't have much of a social life. Relationships can be very distracting, especially when (almost inevitably, at college age) they blow up. A painful breakup can derail a promising student's education.

I wasn't really trying to get into the racial demographics but if anything low income populations definitely benefit from free or low cost options through places like Planned Parenthood, when they lack access to insurance and more typical forms of healthcare in the US, which is one reason I've always been in support of that organization. The age stat they gave about half of new infections being among those 15-24 does impact my thinking that older people might be driving some of the shift, but I wish for the sake of this discussion that it narrowed it down further than that... We are not really talking about the 20-somethings here so much. Ah, well.
I'm still not ready to panic about teenagers being sexually active.
