This happens quite often. Being told to ignore the comments isn't helpful at all.
So what is YOUR solution since you think 'violence doesn't solve anything.'
And I admit that I misread the OP, thought the child had been touched by the bully.
Bullies only respond to one thing and that is being put in their place. Sometimes they need to be clocked. We have allowed our children to be bullied and harassed by telling them to just stand there and take it.

'd tell my son he has my permission to clock that ******* who touched him. Then march into the office and report that he had to defend himself against that perv because he couldn't be sure how far the other guy would take it. Would that work?
That is the WORST thing you could tell him. What would be the adult version of this foolishness
"He said I had a big ass, so I SHOT him?" The world already has too much of this kind of foolishness.

Again violence will kick the OP's son suspended possibly expelled and there's the potential for criminal charges. Unfortunately, there's not much that can be done. I know. I've lived it. Changing schools was the only thing that helped me. The parents need to be meeting with the principal and superintendent. They need to know who specifically is doing this. The OP doesn't seem to remember. They need to stay on top of this and not just say shake it off. That does nothing to protect the kid.
While it is not warranted in this case, violence does solve a lot of things.
