my mom used to tell us exactly that. I will always love you but I don't like how you're behaving.

I have been reading books and we were always told to say yes and of course we love them no matter what, but what I worry is if he knows that no matter what he does out there, I love him no matter what, will he keep on misbehaving? Any thoughts to share? Thanks.

also, if he worries so much about me not loving him due to misbehaving in school, why does it still occur occasionally?

Wow. My son never asked me that.
I would try to get to the bottom of why he's asking.
Also, I would try to figure out if there's any possibility he might be manipulating you with this question.
Kids are smarter than we give them credit for.
If you respond to this question by showering him with affection, attention, and affirmation, or by forgiving him for misbehaving, or by rewarding him with treats...then he may have figured out that this question makes you feel sad/guilty/whatever, and that results in positive benefits for him.
If that's the case, then I would start responding to it with a very matter-of-fact and offhand "That's a silly question. I've told you I will always love you, and the answer is never going to be anything different. So there's no need to ask the question any more."
