Give her a pacifer. That's what she wants and needs. At her age it's crazy to try to stop her from sucking on her fingers. She doesn't understand what your intentions and wishes are by sticking a sock or something on her hand. Babies like that need oral gratification and she's teething. Her gums hurt, the pacifer would make her feel better, trust me on that.
I have two kids. The pacifer does not harm kids. It calms them, stops them from biting everything else in site while teething and you take it away before it gets in the way of learning to talk or other things.
My daughter used one until she was 18 months, then I went cold turkey and pulled the plug. Today she's going on three and is a motor mouth with a set of great teeth. She looked around for it for about three days and each time I distracted her. Then she moved on and forgot about it.
My son is 10 months old and would chew his fingers off if it weren't for the pacifier! He starts biting and sucking the hands and in goes the pacifer.
Why? Do the research... you can pull the plug on a pacifer later on when he's ready. They can go to the trash. The hand/fingers will never be away from him, it will MUCH harder to break and may become a habit for life.
If you refuse to give her a pacifer then let her suck on her fingers. She's too young to break such a habit and her gums crave the stimulation.
