There's a big difference between who you are as a 15 year old and 20, or 30 or 40. In general, bigger age gaps work better the older the youngest of the two is, as the amount of growing up you still have to do levels out a little.
Even though a sexual relationship between a 15 or 16 year old and a 40 year old can be consenting, that doesn't mean the 15-16 year old is mature enough, nor has the experience and level of growth to fully understand what it is they're letting themselves into.
That's the reason you're not considered adult before the age of 18, because you're not old enough (generally) to fully know what you're doing all the time, hell, that counts for most 18 year olds too.
Personally I think an AOC with several levels would work better than the one we have today, it would allow for safe exploration with people close to your own maturity level.
