Allegheny County is wealthier than Philadelphia County, but remember Philadelphia county is the same as the City of Philadelphia... where as Allegheny County is the City of Pittsburgh and surrounding suburbs.

When comparing the Median Household income of both cities:

Pittsburgh: $35,498

Philadelphia: $38,232

I think the numbers speak for themselves.
Keep in mind Hunterdon NJ(borders Bucks) is the #3 wealthiest county in the usa. Mercer,Burlington,Gloucester (NJ),Newark De- all Philadelphia MSA are all wealthier than Allegheny.Lancaster ,Northampton,Lehigh also intertwine with the Philly metro and are all probably top 10 wealthiest counties in PA.
