And you can't say "Spanish" counties, because lots of people who identify as Hispanic/Latino are not Spanish..........

The Pennsylvania Dutch call us all "English"!

But I do agree with your point- Hispanic just means that a person has origins in a Spanish-speaking country. Mexicans are not necessarily "Spanish" even if they speak the language. Brazilians speak Portugese but are still considered "Latino". Third-generation Hispanics may not actually know any Spanish but are still considered Hispanic.

A more accurate title for the list would be "The five most Hispanic/Latino counties in Pennsylvania"

That reminds me of how Huntingdon got to be one of the "coolest" towns in USA, with statistical points for ethnic diversity - which is almost entirely in the prison.
