I am about to relocate up there and I know I will have to get a PA drivers license and license plate for my vehicle. Do you have to also have an inspection sticker on your windshield as well? (We do in Louisiana)

Yep. In a few places there is also an additional emissions inspection, but if you're in a rural county you won't be required to get that one.

Inspections are done at typical repair garages (both chain and independent) that are authorized to do the inspection. They're also allowed to set their own prices. If you only need the one inspection you'll be out maybe 20-30 bucks assuming it passes. The inspection may be more stringent here than there, don't know.

the sticker is actually attached to the plate; biggest surprise might be that no rust holes over a certain size are allowed.

Rust holes larger than the size of a quarter in specific areas won't pass. In places where the emissions test is required, if you drive less than 5,000 miles a year you are exempt, yet they somehow charge you for it anyhow.

No, the inspection sticker the OP was asking about is attached to the windshield, separately from the one on the plate. The one on the plate is only for the plate/registration expiration.
