Does anyone know if the SNAP changes are going into effect or is the governor still trying to get them passed? I'm asking for someone I know that lives in PA, has two kids and is barely getting by now. She has a car but still owes $7,000 on it, so is that considered an asset and work against her if the SNAP changes happen? She has no savings and is disabled. Any help with info. is appreciated!
