There are regional definitions that are used by the federal government. One is the lower 5 counties including Philadelphia which are known as the metropolitan statistical area of PA (population 4 million).

The 52 (of 67) counties in white are part of the Appalachian Regional Commission and consists of half the population of Pennsylvania and most of the area.

The remaining 10 counties which are sometimes combined with 3 of the Philadelphia counties are called The Piedmont or highlands of Pennsylvania. They have a population of just under 3 million, but if you include Bucks, Delaware, and Montgomery counties from Philadelphia you get a population of just under 5 million.


Greater Pittsburgh has a population of 2 + 1/3 million.
