Well Cowboys stadium was $1.5 billion and even that was 3 years ago. It only seats barely 80,000, which can be expanded with standing room and the scoreboard you are speaking of cost about $40 million. The roof for the Cowboys stadium was $300-$400 million so we could also do away with that. Beaver stadium seats over 106,000 and if they started from scratch the construction cost would be close to $1 billion. Arizona is just adding 7,000 seats and it is costing them $378 million. So to answer your question, no I do not think that Penn State would build a retractable roof stadium, but to re-create what they have would cost very close to $1 billion due to modern construction costs.
