I've also seen mentioned that it is difficult to get a job in the area. Does that include part-time jobs in maybe a bookstore or antique shop, something like that?
You will fit in just fine so long as you are near the town of Huntington. Huntingdon is the home of Juniata College, a liberal arts college. The college provides some cultural and educational opportunities. There are also lots of antique shops in the area. Hollidaysburg (in Blair County) is another possibility, although home prices are higher.

The town of Huntingdon seemed to be very dog friendly when I visited. All along main street are receptacles with doggie bags and garbage cans which is something I rarely see.
