Shrewsbury is very safe, clean, and schools are great. There.is no downtown or nightlife except for bars. 300k should get you a nice place. Shrewsbury is a little pricierthan surrounding towns because it is right on 83.

A little off topic but there is a rail trail that runs from York to Baltimore that goes through, or close, to Shrewsbury. It's very cool to ride a bike on or walk/run.
