That is certainly true, but remember also that many people bought liquor licenses under the current scheme which increases takeout beer sales in bars, taverns and saloons, as well as bought beer distributor licenses to fulfill the need create by the scheme for case sales.

Those folks would be jerked around by changes to make Pennsylvania conform with most other states, they not only invested in the licenses but in the buildings and equipment to fulfill the mandate. Changing the rules would have costs that would be incurred. Can't blame cocktail lounge owners and beer distributors for objecting to the changes, they weren't the ones who created PA's liquor scheme, they only acted upon it.

I had never heard that. In any event, it didn't help leading mobster Alfonse Capone avoid two arrests and convictions during the dry Hoover Administration.

Maybe so but that didn't stop him from making an enormous amount of untaxed money.
Hoover also believed the best way to get rid of bad laws is to enforce them. Perhaps busting large numbers of Pennsylvanians buying booze elsewhere is enough to get the laws changed and that's why they don't do it.

I say it's "Let's make a deal" time: a 5% Marcellus severance tax for a legitimate modernization and privatization of wine and licquor sales.

That may be the only way either of these things get done.

Governor Wolf is committed to stopping the privatization of the state stores- he'd really be stabbing his union buddies in the back if he allowed it to go through.
