Colton Point State Park has a fairly easy Rim Trail which takes you to several overlooks making it a more active experience.
The latest I have been able to run a bike on the rails to trails in the Canyon is right at Thanksgiving. After that you have hunting season which you definitely want to stay out of the canyon for and then it's either too icy or muddy. If the snow is good, it's doable for snowshoeing or cross country skiing.

If Western PA is a possibility for you you might like Seven Springs. PA Pennsylvania Ski Resort | Four Season Resort | Seven Springs Mountain Resort | In the Laural Highlands. Visit Laurel Highlands, Pa | Free visitors guide & Trip Planner | Western Pennsylvania vacations

This is close enough to Pittsburgh that you can also enjoy some of the cool things this city has to offer.

As for PA having mountains. Yes PA does. The thing is the Appalachians are far older than the Rockies so they are worn down some and covered in forest. The are still real honest to goodness mountains. So it is true that you won't have the same sorts of views as in those bare treeless youngsters but there is plenty of wild beauty and amazing views to be found.
