Okay so I'm 17 and got my Junior license last week and I won't be turning 18 until April 25. So my question is how do I go about obtaining my senior license once I'm 18? I look on PennDoT's website and only saw forms that allow you to get a regular license at 17 and you must habe had taken a driving course and held a Junior license for a year, I'm not looking to do that. Any help??

You should have waited until you were 18 to apply for a driver permit and then take the test. You would have gotten a regular license. Now that you have gone through the 3 steps process, your only way of getting the un-restricted license is what the form stated.

Damn thats a bummer, I should have waited until I was 18 to schedule a test. But I had my permit since May 2014 I used to drive my disabled uncle around. I was so excited to get my license that I didn't even think about this all the way thru but thanks for ur response.

Your junior license becomes a senior license when you turn 18.

As was said, the junior license will automatically become a regular one on your 18th birthday, you do not need to get a new license for the change to take effect.
