David LeVan says he’s applying for Pennsylvania’s last remaining harness racing license. If he’s successful, he says he’ll apply for a gaming license.

LeVan wants to build Mason-Dixon Downs on an open field in Freedom Township, about 2.5 miles southeast of the Eisenhower Hotel and Conference Center where he planned a casino in 2011.

I can't imagine this will be any more successful than other attempts to build a casino in Gettysburg.

Actually, the opposite is true. Preservationists are buying existing buildings, razing them, and turning them back into battlefield. Gettysburg residents are often in contention with the preservationists.

I just don't see the market for a casino in that area unless it's going to be super tiny.

If it does end up being built (which would be shocking), it probably will be small. There is a vocal minority in the Gettysburg area that are fighting tooth and nail to keep it out.

York was actually named in a 2011 study that determined feasible areas in the state for another casino. York and Chambersburg were both named, and Gettysburg is right in the middle of the two.
