I have been scammed via applying for a loan in United States from someone in Pennsylvania.
I have reported it to the police but they are not able to help me, I live in Melbourne.

This is going to be a US issue and not a state issue most likely. I don't know if you have filed a complain with the Federal Trade Commission.
