Hi, I don't live in Pennsylvania and I'd like to know how old you need to be to get a learner's driving permit, the type that lets a teenager drive with someone else in the car just to learn how

The official Pa government site isn't very clear, just saying that now that you will be sixteen soon, you should follow these steps:
"Now that you’re almost 16 years of age, you’re probably thinking about getting a driver’s
license."

Strangely, it doesn't mention age after that. (that i can find, sorry!)

A lot of unofficial sites say you can start to drive at age fifteen with someone in the car, and take your test at 16.

My relatives in PA say you must be 16, but they remember years in the past when you could start to drive two weeks before your sixteenth birthday. But my relatives might not know, actually, just because they live in PA.

You have to be 16.0 years old to get a learner's permit in PA.

An initial Learner's Permit is issued to any individual, 16 years of age or older, who has never been licensed to operate a vehicle, a new resident who has never been licensed, or a new resident who has been licensed in another state but whose driver license has been expired longer than 6 months
