Berks County should go under the Philadelphia sub-forum since it is technically part of it's MSA/CSA. That's makes the county part of the Delaware Valley.

With marginal counties, it is sometimes better to follow census guidelines. Carbon County looks to many people to be a mountain county better associated with NEPA. According to the census 52.84% of the population is "urban" living on 5.60% of the land. Since most of these people are clustered near the Lehigh Gap, Carbon County is considered part of the Allentown-Bethlehem-Easton Metropolitan Statistical Area.

Every regional grouping causes controversy somewhere. Sometimes it is disagreement, and often it is downright anger. People in Erie County are irate at the county being denied funding because it is "rural" while Perry County famously with only a single traffic light is classified as "urban".

It is best to cite official sources if possible.
