Berks County should go under the Philadelphia sub-forum since it is technically part of it's MSA/CSA. That's makes the county part of the Delaware Valley.

Every regional grouping causes controversy somewhere. Sometimes it is disagreement, and often it is downright anger. People in Erie County are irate at the county being denied funding because it is "rural" while Perry County famously with only a single traffic light is classified as "urban".
