Here in PA you are forgiven from a fine if you did not drive the expired registration and were not pulled over. You sign an affidavit stating you did not drive during the expiration time of the expired plate or did not commit any violations while driving.

No late fees, no bull, just accomodation in our Commonwealth.
Only three big cities have emissions inspections, the rest of the counties are safety inspections only.
Along with low taxes, low gov't interference, high coal and natural gas extraction = increased patriots and manufacturing moving to PA from all over the world.

We don't live in a city and have to have an emission check, along with a safety inspection, unless our mileage is under 5,000 miles in a year. Your last sentence is amusing.
