ok new problem..i was moving to a new place the landlord never filed for eviction but locked the doors and removed my beds and dresser and never told me where they where...no what???

That sounds like it could be what's known as "constructive eviction" -- an attempt to evict you illegally. It could even be harassment and theft.

Contact your local police department regarding the hidden property. Contact a lawyer (or consider filing a lawsuit yourself) regarding the locked door. Absent a valid eviction process, changing the locks (without giving you a key) and confiscating your property is most definitely illegal.

we moved into a house a month ago with a year lease with option to buy after a year.we helped have an estate sale for the landlord and brought in a estate expert to price and conduct the sale for free.we have made outside repairs and inside because the house sat for over a year unoccupied for free.we just received a letter and a phone call from the landlord who lives in Kansas that we owe 200.00 in utilities that we were not aware of that i am willing to pay BUT she also demanded that i pay her 500.00 within a week for furniture left in the house after the estate sale that we had a verbal agreement for 50.00 a month with the woman here who is handling the rental.we never signed anything for the furniture.she now also is wanting us to clean filled gutters and do other repairs we are not obligated to do.the only thing we changed on the property was to remove a small portion of carpet in the entry way that was filled with cat pee from the previous owners cats that we saved to prove it was destroyed.she sent in someone to inspect the property today ( who brought a total stranger with her) which we had no problem with.we have done nothing to them,the property or to warrant this landlords behavior.do i pay her the 500.00??? or do i not? can they treat us this way?should we get an attorney?

You'll want to take a look at the Pennsylvania Landlord Tenant Act. You can find it here:

Regarding your first question, were the utilities in your name, or at least your responsibility under the lease? Ask her for a copy of the bill if you feel the amount is too high.
For your second question, verbal agreements are binding but difficult to enforce, as you have to prove what the other party said.

Hi I recently moved in NE PA about 7 months ago. About 4 months ago I ended up going to the hospital, and my husband was away at work so our landlord, who isthe only person we know here, ended up watching our kids while I was in the ER. While they watched our kids, they came into our house, stating they needed to gather items for our children, however our kids had already been dressed for bed ( meaning they where feed,full bathed, and clean) I was only in the hospital about an hour before my husband came and got our kids. During this time, they came into our house, later giving my husband the reason as our kids needed items, which was a lie. The next day our landlord comes over and informs us that he will be having a maid come into the house to clean ( the 'mess' was laundry on our living room floor that I didnt get to clean up after my son pulled it off so he could play with his cars before bed) and claims it was months of neglect. Yes Im sorry, i had to re wash most of my laundry because they never came to clean out the air duct for the dryer and after an hour and a half cycle my clothing was left wet, and soured - neglect not on my part. There have been a few instances where my kids marked on the wall ( they are 1 and 2) and trying to clean the wall with simple water or soap and water does not clean only the pen off, but also the paint so the only way to fix the walls are to repaint them, which my husband and I have offered to buy the paint and do it ourselves but out landlord has refused, but it has been 5 months since we informed him. Now comes the big one, the carpet. Our carpet is a light brown color, and you can very easily see anything on the floor. My husband works in the gas and oil industry and leaves his shoes by the door untill the morning. Since our front door is our main entry point for everyone alot of dirty comes in that way. Another high traffic area is the stairs and the area leading from the front door to the kitchen and hallways. Everyone takes their shoes off by the door and places them right there, so we minimize dirt traffic. However, our landlord insist we need to have our carpets cleaned every month untill the traffic stains come out. This really upsets me because it is general wear and tear, something found in all homes that wont come out unless a professional comes in or the carpet is removed yet he expects us to rent a rug doctor, or higher professionals to come in monthly and clean the carpets, or use his carpet cleaner for a fee. The carpet isn't as bad as they could be with my husbands job and compared to other carpets are in very good shape. except by the door, which like I said we all come through. However, he expects us to hire his maid, who cleans his house weekly, and clean the carpets, which in this season I am not going to do this because the weater is to cold, and the electric heaters within the house don't heat the house efficiently to warm to house while the carpets dry so my kids do not get sick. I have no problem having professional come into the house and clean the carpets come spring, but to do it in the winter, and defeat the purpose by having everyone wear shoes inside is moronic. It is not in the lease the we have to hire a maid, and the only thing about carpet cleaning with in the lease is when we move out, which wont be for another year and a half or more because we have a 2 year lease. He has already told me and my husband that he will be charging us at the end of the year to have the carpets replaced. Is this even legal in PA? Our lease says nothing about this and I feel he is trying to take advantage of us because my husband has just started a new job with a large oil company after moving from the employer that moved us here to a smaller company before finally getting hired at another large oil company. Our lease states that upon moving out we must provide recipts that show the house was professionally cleaned, this includes the rugs and walls, we are not moving out if we continue to rent untill 2013. Another thing is the landlord constantly questions me about my husbands job, our money, how i will be paying him when my husband is away with work etc. This makes me extreamly uncomfortable, my husband talked to him and the guy says he is 'concered for our finances' which isnt the truth but i will let my husband beleive what he wants to.

Invest in carpet runners to help protect your high traffic areas.
I suppose the landlord can hire a maid for you, but I don't see how he could make YOU pay for it. I really don't think the landlord can order you to do anything (shampoo carpets/rent maids).
When you move, the landlord can charge you for damages, but not general wear and tear. He can only charge the value of the damaged items at the time they need replaced. (ex.He can't charge you for all NEW carpeting to replace 10 yr old carpeting.) When you move, be sure to take pictures of how the place looks when you leave and have a walk through, if possible.
If he does try to claim excess damages, you may have to go to small claims court to recover any deposit you think is due you.
Oh, and for future posts, paragraphs are nice ... really hard to read large blocks of type.

To expand on this, carpets are only rated for so many years of life in a rental. I think, but am not certain, that this is five years in Pennsylvania. That means that after five years, even if you willingly destroyed the carpets, the landlord can not charge you for replacement. It also means that all installation relating to the carpet must be prorated based on the age. So if your carpets are three years old, the landlord can only charge you 40% of the replacement cost.
All of this assumes that the carpets were brand new and unused when you moved in. If they were not, then be sure to deduct the appropriate number of years from your start date.

i have no heat in my three story house and i have three kids and pay 900 a month do i have to continue paying rent ? or take the rent and put it into a account untill we heat ... new to pa need to know

I'm sorry to hear that. Lack of heat in PA in winter is an emergency and your landlord needs to deal with it immediately. Is your heat off because there's something wrong with the heating system, or because of an unpaid bill?
If the bill is unpaid, and the heat is in your name, you'll need to work that out directly with the utility company. Your landlord has nothing to do with it.
However, if the bill is unpaid and the heat is in your landlord's name, or if there's something wrong with the heating system, then your LL needs to deal with this immediately. Withholding rent is a very serious step and should only be used as an absolute last resort. There are a few things you should try first:
1) You've already called your landlord and told him the heat is out, right? Call again and remind him. Tell him very clearly what you want done. For example, something like "I have no heat in my home. I want you to fix the heat by 10pm this Tuesday." Write down the date and time of the call, what # you called him on, a summary of what was said, etc. Put this in a safe place.
2) Once that deadline comes and goes, send your landlord a letter via certified mail with a return receipt (should cost you about $5.50). Make the letter brief and calm. Something like "Dear LL, On Saturday 12/10/11 at 5:17pm, I spoke with you over the telephone and reminded you that our heat is non-functioning. I am demanding that you send a qualified professional to repair my heat immediately."
Normally, I'd tell you to give your landlord a "reasonable time" to fix the problem. However, lack of heat in Pennsylvania in winter is a serious problem. The Pennsylvania Landlord Tenant Act doesn't address heat, but I personally consider it to be an emergency.
So in your case, after your first deadline passes, and after you send the letter (no need to wait for your LL to receive it in these circumstances), I would call your landlord again. Remind your landlord that you have been without heat for xx days. Politely but firmly demand that he fix your heat immediately.
Do not threaten, do not call him names, and do not get angry (this is the hardest part). If he hangs up on you, do not call back. Take a deep breath if need be -- but do not become combative. Instead, contact the Pennsylvania Attorney General. You can call them at 800-441-2555, or fill out a complaint online:
