If you called that Mr. Mark Carter, then it appears that he does not live at that address.
That house was sold per Zillow back in 2009.

Try to direct your search for the brother in California.
Or deceased or living Charles and/or Betty.
Two of Mark's kids were adopted out.
If he wants the adoption and records private, you may never find him, even if you have the right phone number.

You need a trail to begin from the last known residence. You said he was last known to be in OC, CA. But what year and month was that and any additional info like job, is he renting, or something. Do you have a picture?
Im going to go to the high school next week and go through the year books and copy a picture of him,just have to figure out how to upload it on here,pray he was in class on picture taking day,will try.

i don't see how that will help you find him. what high school was it?

Mark had two children out of this marriage,both were adopted in california,we found the girl BRANDY
There are new adoption record laws in many states. Maybe California does too.
Since you have contact with Brandy, she may have total access to her own adoption records.
Those records could contain some information that gives you other leads on Mark.
One comment on a previous page, stated that Betty's last name was White.
