Help Finding My Daughters Little Brother - Columbia SC (child, sister, old)

I have a 17 year old daughter. Her father is James Howard Sanford. He has never participated in her life. I recently found out he has a 7 year old son named Tyler that was born in Columbia, SC. He apparently hasn't seen this child since the child was 18 months old. I'm not certain about Tyler's moms name but it could be Cynthia Rogers. Im trying to locate this little boy's mom just so I can let her know that her little boy has a big sister in Georgia. Any ideas???

does the father know of a way to contact the columbian officials to do a search for her?
