No, although they are available to the public to purchase they are not public records, Yes, there are several newspaper archive sites out there and all that I know do charge. Neither are death certificates. I don't know where you live, but if you live near where he died, I would go to whatever large library they have, go to the genealogy room or the archives room, whatever they call it there, and ask the librarian to help you find which microfilm it would be on. If you don't live near there, I will send you a direct message that I cannot post here.
There are several Steven Hanna's with various ages on the site above and includes various towns he had an address at one time. Maybe this can help you.
Thank you. I looked at the site and at a glance a lot of them match up with zabasearch, 411, etc. and a lot from all of those sites are repeats. I looked up myself on all of these kinds of sites and I have about 10 different listings...from moving a lot in college, etc. and one of them says I am 60 years old-(I am 30). So, unfortunately these sites also are not completely accurate either. From the total of about 60 possibilities I started with, I now have about 20 left. But in reality he could be living somewhere other than CA. I am just assuming he is still there somewhere. Thanks again for your help!
