Is it safe to order gift cards from 3rd part fulfillment centers that process gift card redemptions for airline and hotel loyalty programs? By safe, I mean are the gift cards untampered? Can unscrupulous employees tamper with the gifts by writing down the numbers and using them later? I know some cards have pin numbers, but is that foolproof?

I have read that some people who have ordered Amazon gift cards from redeeming airline miles have received them with no balance or invalid, hence the impetus for this post.

I'd imagine if that happened you could contact the loyalty program and they'll research it. Gift cards generally keep a history of how and when they were used. If they were used for online purchases I'd imagine they can research where the package is being delivered and if its an employee they'd end up fired.

I also believe this would be a way for the company to protect themselves too. They wouldn't want someone getting the gift card, spending it, then claiming there was no money on it. I am sure there are security measures in place.
