I would call the state tax collector and explain that you can't pay it all at once and see if they will offer a payment plan. I'm sure after this past 15 or so months, you wouldn't be the first to ask.
Many people would be well served to self-escrow taxes. Just shovel cash every month into a separate bank account. Voila, come tax payment time, the money is all there.

What is the "delinquent late fee" being imposed on, the tax bill or your credit card ? Since you have given an annual amount for this late fee, I'll presume this is for your tax bill. Figure out the amount payable if delinquent for one year.
Next, go to your credit card statements for the past 12 months and average out what they are charging you monthly and multiply the result by 12 for an annual amount.
Compare the annual (estimated) credit card interest charge to the "delinquent tax fee".
Which is the larger amount owed ? Tax bill or credit card ?
Now which has the higher interest rate ?
Now we come to a missing piece in your puzzle. Your budget and the credit score. It's my belief late tax payments are not reported to credit bureaus. I'm not an expert and might be wrong.
As suggested, contact whichever department is collecting these "delinquent fees" and work out a payment plan which fits your budget best.
