We definitely need better laws that protect animals, especially the ones commonly thought of as household pets. This is not perfect, but it's a start and should be a national database, covering the entire country.

I agree. I'd make it for life. I'd have a space next to the name for a description and the person's age and I would include children on it.

I love the idea. We wouldn't let a child molester adopt a child so why do we let animal abusers get more pets? There was a horrible article on the Huff Post this morning about a dog that was thrown down a trash chute but survived. The pictures of how skinny he was were so sad. His owner apparently tied him up for a week and left him, then threw him away. How could anyone do such a thing? Thankfully he was rescused and he's healthy and happy now though!
