I thought every shelter did that now. Our last cat that was adopted from the local shelter had a chip implanted so that if anything happened to her that she would be returned to them.

Only after the chip is registered and the dog's info put into the system can the dog be ID'd. Sometimes the chips can migrate away from the shoulder area. A lady I train dogs with had all her dogs checked and one had the chip down in a front leg instead of the shoulder area. If the shelter/vet office doing the scan just checks the shoulder area they might not read the chip.
