Lower Merion wins, but you dont have to limit your search to just lower merion, there are a lot of other great areas in south east pa close to philly.

I understand this is the comparison the OP asked us to make, but Lower Merion seems more akin to NJ neighborhoods like Haddonfield or Haddon Heights. LM has a the same sort of village feel. Cherry Hill, on the other hand is more spread out - with the big box stores, malls, and busy highway running through parts of it. If I were to compare Cherry Hill to a PA neighborhood it might be King of Prussia.

The problem is he needs a ranch house for rent under $2,000, and I don't think Haddonfield has too many of those.

Default Lower Merion

Lower Merion/Narberth. Best suburban area. Not cheap but taxes are less than half of Cherry Hill. And it doesn't cost $5 to go over the bridge to the City. Train or car takes 15 minutes to Center City. You'll spend a lot of time there.
