i live in philly and work in new york. can i deduct the nyc tax from philly tax?

you only pay the NYC wage tax if you LIVE in NYC, not if you just work in NYC. you will have NY State tax withheld by your employer, which will then be credited against your PA State tax when you file at the end of the year. Because taxes in NY are more than double what they are in PA, that means you will not owe any PA state tax. i do not believe you can credit NY state tax against the philly wage tax, however.
