Toll Brothers to buy the lot at 1911 Walnut for condos and a possible hotel

I believe the original plan didn't actually call for it running under the avenue, but spurring off between Erie and Olney and cutting through Wister Woods to end at Germantown and Chelten.

A badly placed quote, as only the part about the NE having a pretty decent economy of its own (compared to most neighborhoods) was directed at you. It's certainly not an either or situation - I think it can feel like that because it's not a common thing to extend our subway system.

As for low hanging fruit - I believe there are some issues with water and the ground and engineering thing I'm less familiar with. But it will be a 1/2 billion dollar project, from what I've heard.

It wouldn't come from SEPTA's capital budget. Projects like these usually come from a combination of dedicated federal, state, and local grants. The case for an extension to the Navy Yard is pretty good given the cost to ridership numbers, and the fact that the Navy Yard is still expanding. Transit might help it become a mixed-use development more than just an office park as well.
