The Design Review Committee has no teeth. The whole process of planning and review is messed up in Philly. That's why Toll Brothers can take an early lunch while the Design Committee is providing feedback.

In that case, kyb01 is right....just build the dump already.

Yea, I unfortunately agree. Toll will win one way or another so lets just get on with it.

Unfortunately, that was, um, by design.

Had our Civic Design Review panel been given the power to block or force modifications of developments, the development community here would have screamed bloody murder. I don't recall this being raised explicitly as the new zoning code and permitting process were being shaped, but I'm sure it was in the back of a bunch of people's heads.

That is true. Most people don't care about the site to begin with, they just don't like development, change, developers, Toll Brothers, etc. etc.

I personally never had a problem with this project, my only problem is that Toll is producing elementary work in one of the best neighborhoods in Philadelphia, yet a few miles to the North they are producing some very attractive high-rises.

But in the end, they are a fortune 500 or 600 company, they care about the bottom line and shareholders. They can pay the extra price of hiring a star-chitect in New York because they will get a bigger return. However, that doesn't mean they have to produce a blank piece of paper in Philadelphia. Its clearly possible to make an attractive condo tower work (Murano, 1706 Rittenhouse, 500 Walnut, etc.)
