Can you give a price range of what you want to pay for your rent? That would help.

Are you moving here specifically to attend the community college? Or because you want to move to the city, and will consequently attend community college once you move?

The reason I ask is that community college can be an excellent cost effective alternative to starting out at a four-year university (e.g., attain an associates and then transfer to 4-year, or seek employment after the AA if your career field will allow for it). However, as an out of state resident, you will have to pay higher tuition to attend CCP, thus negating some of the cost-effectiveness (it would be more cost effective to go to the community college local to you currently). Many schools in the region have strict residency requirements. The undergraduate students at Temple can attend TU for four years and never actually attain in-state residency.

A general rule of thumb though - you get what you pay for. If you want cheap, you might pay for that by living in a less than safe neighborhood in a less than desirable apartment complex. Having a sense as to what you consider "cheap" would help. But while Philly is more affordable than say NYC, it isn't a cheap city to live in if one wants to live in a nice neighborhood.
