That ordinance was passed in Philadelphia. Has nothing to do with Downingtown.

mary street is in a flood zone and you would need to pay flood insurance which is VERY expensive

My first house was on William St in Downingtown. A street above Mary. I looked out on Mary St. I had three walls with windows in my house. Looking out of those windows was like watching a separate episode of COPS out of each one. Crazy WT nonsense 24/7. We moved 11 months later. That was a loooong time ago, though. Caveat emptor regardless . . .
