Your budget (including utilities) would get you an above-average 1BR in the various neighborhoods of Center City. While the Washington Square West neighborhood has the most LGBT-friendly establishments, you should feel comfortable living anywhere within Center City's walkable two square miles. You may also like nearby neighborhoods in South Philadelphia such as Bella Vista, Queen Village, Pennsport and East Passyunk Crossing. Just north(east) of Center City, you may find Northern Liberties interesting to visit but perhaps a little young to reside in.

Thanks to all. I looked on the link you provided, bryson662001, but only apartment buildings advertize there. The ones I saw either accept cats only, or the rent is higher than my figure and doesn't include all utilities. I figure there must be places available but that the link serves only a few mainstream apartment buildings....

Well, so far I can't recommend the site I found. I entered one- and two-bedroom apartments with one bath with a minimum rent of $1000 and a maximum rent of $1900 for several Center City neighborhoods and they all came up with 0 results.
