Currently my neighbors electrical source in on the front of my house.
When these people brought the house I shared with them, I would like the wires removed 5 years ago, and 1 yr ago the owner did multiple renovations including the front of his home, at that time we revisted my concerns of his electrical wire on my home? he said he would take care of it?
Well he didn't , now his house is up for sale, and the wires are still there.
I live in Phladelphia, what can I do.

Maybe your neighbor has an easement on your land allowing them to have their electrical lines run across your property. If they do have an easement you are probably out of luck. You should be able to figure that out if you call a title search company as the easement is filed in the same place I think. You might be able to do it your self too. Talk to a real estate attorney (I am not one) if you can afford it as they could give you some options (whether they have an easement or not). There may be a way you can put a wrench in the sale of their land if you were to file a lawsuit against them before they close so you could force them to remove the wires.
