The Russians of recent years "historically" lived in the Far Northeast, though this community is starting to disperse into the Northern Montgomery and Lower Bucks County suburbs.

From what I know about Montclair, the closest you'll get in the Philadelphia Area is Cheltenham Township, which is a charming, historic inner suburb that has a pretty good mix of blacks, Asians, and Jews. There isn't as much of a cohesive downtown, although the Glenside portion of the Township (shared with neighboring Abington) along with nearby Jenkintown offer walkable main streets with some nice shops, restaurants, and nightlife to boot. It's still a mostly family-oriented area (although Glenside has somewhat of a young person's scene by virtue of Arcadia University). You can get a nice home for $250k, but be aware that these are largely driven down by the killer property taxes--over 5000 mills.

I have the feeling Cheltenham is bad even by North Jersey standards, but if those taxes don't faze you, you'll be satisfied with just about anywhere.

South Jersey and pa burbs are VERY different then North jersey. Burlington county jersey in fact has the most farms of any county in the whole state

Actually you can get more for your money in Cheltenham than anyplace else IMO and the schools are in the top range. Some people blame high REtax while others feel the town is maybe too diverse..... which would make it perfect for the OP.
Oh and it's beautiful as well with lots of trees and rolling hills.

If you want new construction at your price point, even a condo or townhouse would require you to venture out to the middle-ring suburbs.

Bryson, those homes are nice(especially the first one) the at over $11k for prop taxes on a $250k home is outrageous. My home was $50k more and almost half of the property tax. Ouch.. People say NJ has high taxes. Thats nuts!

Look at these in Jersey with WAY lower taxes. This area is very diverse.. and nice and safe.. The last few are single homes with ground UNDER $100k.

Come on frank..... you can't compare Willingboro to any place else. Willingboro is "special". Besides the OP wanted inner ring and decent and Willingboro is neither. I have always thought it was curious that Willingboro has many remodeled houses just like all the other Levittowns but many of the remodels there are tasteless and ugly. Willingboro also has boarded up and abandoned houses that you won't find in any other levittown.
