What I thought was interesting about the following article was not only the controversy about the new lottery system but also a discussion about what other schools have been able to duplicate its success and why the school district has not been able to expand that as a whole.

W. Phila. school is all the rage: Why aren't all the others?

A lottery system was inevitable there. A victim of it's own success.

It seems to me that if the key to the success of places like PAS Meredith and others, as implied in the article, is not necessarily direct monetary assistance (via an institution like Penn) so much as strong institutional partnerships and strong parental/neighborhood involvement, that's not something that can be easily duplicated in every neighborhood.

I think there it gets tricky is that 'Good Neighborhood'/'Good Neighborhood School' is somewhat of a 'Chicken'/'Egg' situation.

Would you happen to be hinting at insider information/contacts that gets one's kids placed in the more sought-after public schools?

I blame no one for doing whatever is necessary to help their families (within reason and I think this totally fits within that category) so I'm with frank on this one. Penn Alexander is an amazing school. I teach the Bill of Rights to 5th graders every week as a pro bono project and the kids are absolutely wonderful--highly engaged and eager to learn.

If you're with frank, then can you tell us the secret key to successful public schools in Philadelphia?

I'm with him on doing whatever is necessary to help your family. Otherwise, you're barking up the wrong tree.
