No, but a major factor is the fact that guns are easily accessible on the black market to people involved in shady behavior...something that could be largely prevented if the NRA would back down on background checks and similar issues. So basically they are citing a problem of which are a major contributing cause.

By virtue of the fact that the guns are coming from the black market, as you claim, background checks wouldn't help anyone.

Any guns sold by stores and all handguns (which are by far the most used type of firearm in crime) are legally required to have background checks run. Making more laws doesn't affect these people. If you want to get the crime rate down in Philly, I redirect you to Mayor Nutter's tweet from the other day. He hit the nail on the head, and it had nothing to do with the NRA or gun owners.

But Philly has open carry, just like the NRA would want! By their logic, it should be getting safer...

Also, saying "Philadelphia accounts for a disproportionate amount of crime in Pennsylvania" is like saying the sky is blue.

I don't want to get too political, but lots of guns involved in crimes come from gun shows, straw purchases and other end runs around the relatively loose background check requirements now. Nutter's tweet only said that lots of victims are involved with shady behavior in the first place - I don't think that is really a blue print to stop crime, unless I misunderstood the tweet.

Wrong. Philly most certainly does NOT have open carry. More of your incorrect information.

The NRA was making a point that the rest of the state has laxed gun laws and most of the crime of the state is carried by Philly

With all due respect, are you a Philadelphia-area native? While African-Americans do make up the plurality of the city population, Philadelphia is very diverse.
