Okay. Leave off the last sentence.

so murders in an area don't count if the murderer don't live there.. Is that what he is saying?

"the perpetrator came from another county. He was just a visitor. So technically eliminating that homicide, we can conclude that Rittenhouse is a safe area" is his quote. Is he saying that since the perp did not live there (but the murder did happen there) that you can't count that murder.. so that area has no murders? really? Did I miss something

No, the murders count statistically of course, but they are not relevant to the safety index of the area. If a man comes in from California and kills someone in your town, and it is the only murder there committed all year, that doesn't make your town a dangerous place.

It makes sense Frank. The numbers count statistically but it's not a good judge on the safety of the area. Like Cnote said, if someone comes from say Camden into your town, and murders someone, does that suddenly mean your neighborhood is unsafe? No. Now North Philadelphia, where residents of your own neighborhood are shoot people, that is an unsafe neighborhood.

No one said one word about society hill being dangerous.. . The point is that a murder is a murder no matter who did it... They all count.. correct?

He was talking about the woman who was killed in Rittenhouse Square. No one was murdered in Society Hill

Yes they count, Frank. That certainly wasn't the point being made in the post you replied to. Once again, asiandudeyo was speaking in respect to how to measure the safety of an area based upon murder statistics.

What is going on with this forum and the mayor plays a part in it also. It`s the old "as long as you stay out of North Philly and some parts of west Philly,you will be ok" That`s why no one posts about robbery and assault or rape.
Like the guys that are running around Old City and Fishtown robbing people at gun point.

This is how easy it is for an assault to turn into murder.
